SS-3556: [Mathcad file access] READ_IMAGE() fails to read a 24bpp image

Description

The attached image can't be read by READ_IMAGE() . The error message says the format is wrong. Irfanview says the format is 24bpp.

If transparency is what causes the problem, then the error message should be more specific.

The image region actually can display the image.

.Net thinks it's Format32bppArgb. Perhaps this is a bug in .Net for PNG images. I'll try to find a workaround.
